Problems with slow transfer speeds????

Until today, when connecting my external hard drive to my computer, i would get a high transfer speed. Now when connecting to my computer, i get very slow transfer speeds, in the region of 500B/second. Also, Windows displays the icon on the taskbar saying that it would be better to connect to a USB 2.0 port. however, this is a USB 2.0 port. This also happens with other items of a similar nature (eg ipod). Is this because of a hardware or software issue.
