Does the Masuda method work with Pokemon from different in game regions?

I have Pokemon black Version and I'm trying to hatch a Shiny seviper via masuda method but what I'm wondering is if it will still work because I'm using a Seviper I transferred over from Hoenn region off of my emerald and Japanese ditto from Unova as parents so I don't know if the Masuda method still will work because the Seviper wasn't originally caught or hatched in Unova and I all ready have a 100 eggs or so, so It'd be nice to know...|||The region you acquired your Pok茅mon from doesn't matter as long as the 2 Pok茅mon you're breeding are of a different language game so since your Seviper from Hoenn is more than likely from an English language game and you'll be breeding it with your Japanese Ditto then that'll definitely be possible. All Pok茅mon once they're in the DS games will be flagged with a specific language mark which will let the game know whether it's a foreign Pok茅mon or an English Pok茅mon.|||Ouch.... no, in order for the Masuda method to work they need to be from actual real-life different regions.

"The key to using the Masuda method is not to breed any two Pok茅mon, but to breed two Pok茅mon created in games of different languages. An egg resulting from such a pairing will have a higher likelihood of being Shiny. The most common way to arrange such a pairing is to use one foreign Pok茅mon and one from the game in which the breeding occurs, although the method will work in any game provided at least one of the Pok茅mon in the pair is from a language different to the language of the game cartridge."
