Why does the ocean not boil or freeze solid in different regions of the world?

a. the latent heat of fusion and vaporization balance the heat energy inputs and outputs

b. heat is able to be transferred to water vapor

c. heat is transported by oceanic and atmospheric circulation

d. the thermal inertia of water is low in certain regions|||A.

Think of the heating/cooling curve of water. There is a plateau at the freezing point and the boiling point. Two states of water will coexist at either point, until ALL of the water has changed state. So unless all of the adjacent water had time to freeze or boil, it would be impossible.|||Every now and then Earth's orbit will extend way out , like some planets will come in close from their currant orbit, to be seen without a telescope, Earth has gone out so far that it's total surface water gets frozen scientist call this "Snowball Earth"|||I am not sure but I think it is B.|||i'll bet the science book that's gathering dust at the bottom of your locker has the answer.
