Why doesn't The South American Union want anything to do with nuclear weapons?

UNASUR that constitutes the basis for a new liaison, on security field, for the countries of the region.


Measures are based on:





1. Exchange of information and transparency


UNASUR member countries agreed to create a network to exchange information on defense policies; to provide information on the organization, functions and procedures of the Ministries of Defense; to supply information of troops, weapons and equipments of their military forces; to establish an information on transfer and acquisition registration of equipment and conventional weapons.


Likewise, a mechanism to notify and register the comprehensive text of Intra-regional and Extra-regional Cooperation Agreements on Defense and Security, before the UNASUR, is being developed.


Regarding defense expenditure, UNASUR member states will inform on the previous tax year; they will forward, gradually, the defense budgets of the last five years to the South American Defense Council; and they will report on the national defense budget.





2. Intra and extra-regional military activities.


UNASUR member states should notify, in advance, to the corresponding border member countries and to the UNASUR about any maneuver, deployment or military exercise, on land, air or sea, properly planned, as soon as possible.


In the same way, progress of military exercises will be notified; military observers of the UNASUR countries will be invited to international exercises; and, mechanism of communications between military border forces will be established in order to coordinate and report on their activities.





3. Measures in the security field


UNASUR agreed to coordinate activities between two or more UNASUR countries in order to prevent and suppress transnational crimes; to develop and improve national systems to fight bypasses, smuggling and illegal uses of weapons; and to adopt the necessary measures for prevent and obstruct the presence or action of outlawed armed groups that exercise violence of any nature. Likewise, to fight organizations or persons that have participated in terrorism acts and to investigate and prosecute persons related to these activities, were other of the commitments made.


UNASUR member states reiterated their most vehement repudiation to every break of the democratic and constitutional order and to any attempt of coup d鈥櫭﹖at, as well as their commitment of not providing any type of support to organizations or persons that participate in coup d鈥櫭﹖ats.





4. Guarantees


For the first time, the states of the region will formally guarantee that cooperation agreements on defense from which they are parties and that entail certain level of presence in their territories of military or civil personnel and/or armament and equipment that come from a state of the region or extra-regional would not be use as a way to attempt against sovereignty, security, stability and territorial integrity of South American states.


Cooperation agreements on defense concluded by the UNASUR member states will include an express clause that would assure the respect of the principles of equal sovereignty of the states, territorial integrity and inviolability and non-intervention in domestic affairs of the other states. Similarly, South American states forbid the use or threat of use of force, as well as any type of military aggression or menaces to stability, sovereignty and territorial integrity of the other member states. In addition, it is guaranteed that South America would be conserved as a zone free of nuclear weapons.





5. Compliance and verification


According to the mandate of Heads of State of UNASUR 鈥揷ollected in the Decision of Bariloche鈥?verification of the situations in the borders will be performed and the resulting studies will be present for consideration of the Council of Heads of State and Government, in order to consider the curse of actions to follow. Likewise, a voluntary mechanism of visits to military facilities was established with the aim of promoting the exchange of information and experiences concerning strategies, methods and policies for controlling the borders.|||Because they understand the importance of life and don't want them?





Why would anybody want nuclear weapons?|||Judging by the number of technological advancements that come out of that area...they probably don't know how to make them...lol.
